Understand what Drifters become
Drifters are the unassigned labor pool. They automatically fill open jobs, which makes a growing haven feel responsive until several blueprints and production buildings compete for the last available Hands. Builders construct. Fetchers move resources between buildings. Greenhands work simple production, while advanced buildings require later worker types.
The official Pirates reference lists housing as the base obligation for Hands and adds resource upkeep by occupation. That means a free Drifter is not economically free once assigned. Count the housing and local community-service effect before activating a row of workplaces.
When a critical building is empty, pause a lower-priority job. Drifters return to the pool and can fill the essential role. Buildings require their complete staff, so a partly available workforce does not create partial output.
Keep jobs aligned with the current bottleneck
Prioritize labor that preserves the settlement: food and drink, construction materials, Fetcher links for those chains, and the structures needed by the next quest. Optional exports, distant deposits, or duplicated comfort production can wait.
All Hands on Deck doubles a building’s Fetcher and Greenhand use according to the official reference. The effect can improve a low-staff, high-value operation when labor is abundant. In a tight labor market, it can pull Hands away from the very supply chain that feeds the boosted building.
Review staffing after every major blueprint queue and after launching or upgrading a ship. The interface’s automatic assignments are useful, but only the player knows which output is urgent.
Match workers to the correct Pirate Camp
Workers consume upkeep through the Pirate Camp assigned to their building. The official guide specifically says a Greenhand or Masterhand needs the relevant Galley and Tavern in the same camp as the workplace. Goods can be transported from other districts, but the service point remains local to camp ownership.
A building within two camp ranges can be reassigned through its menu. Reassignment is useful when one district has spare housing and services or when a route boundary is awkward. After moving it, inspect the receiving camp’s Stew, Booze, housing, and advanced community services.
Do not interpret island-wide surplus as proof that every camp is supplied. Trace the goods to the community building that actually serves the workers.
Build Crew only after their upkeep chain
Crew Members unlock with ship levels and the buildings that supply their upkeep. The official Pirates page places these ship-level milestones at spent-point thresholds along the Compass and associates different crew occupations with ship classes and levels.
Swabbies serve on all ships and introduce Stew and Booze consumption. Higher crews require products such as Rum, Cassava Bread, Medicine, Boots, Turtle Soup, Slops, Tobacco, Eyepatches, Wine, Tattoo Ink, Sabres, Spyglasses, Prostheses, Hardtack, Fancy Clothing, Pistols, and Jewellery in class-specific combinations.
Do not hire from the end of that list merely because a slot exists. Confirm that the pier’s assigned camp contains all required community buildings and that the production chains are net positive.
Preserve flexibility when assigning ships
Crew improve ships, but the appropriate composition depends on the hull’s allowed types and the event’s favored stats. A class-aligned crew can reinforce the ship’s specialization; another task may need a different ship instead of forcing one hull through every objective.
Firing a non-Swabbie Crew member costs Cohesion according to the official Pirates reference. Avoid casual hiring and firing as a loadout experiment. Plan the upkeep, compare the event, then commit.
Because ship crew consume at the camp assigned to the pier, moving a pier to another eligible camp can rebalance services. Perform the reassignment before a crisis, then verify every required community building in the destination camp.
Treat Pirate Satisfaction as survival infrastructure
Cohesion is the measure of unity across the pirate community. The official Cohesion page states that zero Cohesion loses the game and calls it the only loss condition. Events and Pirate Satisfaction can raise or lower it.
That makes food, drink, housing, clothing, medical care, and equipment more than production goals. They sustain the people whose satisfaction influences campaign survival. A temporary construction delay is often safer than opening jobs whose upkeep the camp cannot provide.
The Cohesion guide explains warning signs, event decisions, capacity, and recovery tools. It does not publish a “safe” threshold because event magnitudes and the player’s upcoming risks matter.
Expand population in deliberate waves
Before recruiting or opening enough jobs to absorb new Drifters, establish spare housing and positive basic upkeep. Activate the new workplaces, then observe local satisfaction and island net flow. Only after those settle should the haven add another labor wave.
Before a ship upgrade, build the new upkeep producers and community building, fill a working reserve, and verify the pier camp. Construct the hull after the support system proves it can run.
This order prevents a common spiral: new Crew increase consumption, upkeep falls, satisfaction damages Cohesion, and the player fires Crew for relief—taking an additional Cohesion loss.
Crew troubleshooting
- A building is unstaffed: pause optional jobs and construction so Drifters can be reassigned.
- Workers have unmet needs despite island stock: inspect their assigned camp and its community buildings.
- A pier’s crew upkeep is failing: confirm the pier’s camp assignment and every required service in that camp.
- A new crew type is unavailable: inspect the corresponding ship level and Compass progression rather than assuming a recruitment bug.
- Cohesion falls after a roster change: firing non-Swabbie Crew has a documented Cohesion cost; review recent actions.
- All Hands on Deck causes other shutdowns: disable the boost or free more Drifters.
Long-term crew planning
Keep a small unassigned labor buffer when the economy allows it. A buffer absorbs a new Fetcher route, emergency repair, or building unlock without closing an essential chain. Group production by the camp that can support its worker tier. Keep the pier district’s upkeep visible alongside its ship materials.
As Compass tiers open, look at the buildings and crew unlocked with the ship, not only the hull. The real cost of fleet progression is the sustained population and production system behind it.
